In order to implement the national strategy of "building a country with powerful transportation technology" and to help speed up the construction of the Global Sci-Tech Innovation Center in Shanghai, Shanghai Municipal Development & Reform Commission issued an official document No. [2019] 94 to approve the construction of Shanghai Engineering Research Center of Railway Intelligent Dispatching Command System in August 2019, which was led by CASCO Signal Ltd., and co-built by China Railway Shanghai Group Co., Ltd., Shanghai Shen-tie Investment Co., Ltd. and Tongji University. On November 18, 2020, a grand unveiling ceremony of the Center was held in CASCO, and this important moment was witnessed by distinguished guests and leading experts from China State Railway Group, China Railway Shanghai Group, Shanghai Shen-tie Investment, Tongji University, Southwest Jiaotong University, Beijing Jiaotong University, Fourth Railway Institute and China Railway Shanghai Design Institute.
Unveiling Ceremony of the Center
The unveiling ceremony began with an address by Mr. Yang Haidong, president of CASCO. He said CASCO, as the contractor of the Center, has organized an elite team for R&D, testing, engineering and marketing work of the Center, which will provide robust and effective support for its subsequent construction and development. After that, the representatives of the three joint builders - China Railway Shanghai Group, Shanghai Shen-tie Investment, and Tongji University - made statements in turn and expressed their full support for the continuous construction of the Center.

Later, Mr. Cao Yu, Director of C&S Section of Department of Communication & Signaling and Power Supply of China State Railway Group, delivered a speech, in which he praised the four builders of the Center for their joint endeavor in implementing the mission of "prioritizing construction of railways, and building a country with powerful transportation technology", and expressed his hope that the engineering center would be built into a world leading research center of intelligent railway dispatch and command system as soon as possible.
After jointly witnessing the unveiling ceremony full of scientific and technological elements, the joint meeting reviewed and approved the management measures and organizational structure of the Center (including personnel list), construction tasks and target report, and issued employment offer to the experts and responsible personnel. Later, the experts at the meeting visited the laboratory with great interest, and listened carefully to the special technical research report. Jin Jun, Deputy Director of C&S Section of Department of Communication & Signaling and Power Supply of China State Railway Group, and other experts at the meeting put forward valuable opinions and suggestions on the development of the Center. The meeting concluded successfully in a warm atmosphere.
Promoting the Development of Railway Transportation Industry by Opening up the Chain of "Production, Education, Research and Application"
Led by CASCO and jointly built by China Railway Shanghai Group, Shanghai Shen-tie Investment, and Tongji University, the Center is a scientific and technological innovation platform integrated with sci-tec innovation, achievement transformation and talents training. It features a cooperative model of "production, education, research and application", with a mission to continuously promote collaborative innovation in the fields of railway transportation and signal control, and accelerate the transformation of scientific and technological achievements.
With the vision of building a world leading railway intelligent dispatching innovation platform, research and development center, engineering center, and industry incubation center, the Center will focus on the research of core technologies of the railway intelligent dispatching command system and the development and application of key equipment, and will focus on the major needs of the country and industries as well as the development needs of the national economy for railway transportation dispatching, actively promote the development of the railway transportation industry, and further consolidate China's world-leading position in train dispatching technology.
Work Together to Build the Next Generation Train Dispatching and Command System
The safe operation of trains is closely connected to the well-organized dispatching and command system, which not only relieves the working pressure on the train dispatching personnel, but also improves the production efficiency of the whole transportation system. In order to meet the needs of the rapid development of China's high-speed railway, passenger dedicated lines and regional railway, and to ensure the safety of railway transportation, the train dispatching and command system is also undergoing iterative upgrading continuously.
CASCO was founded in the early years of China's signaling technology. It has witnessed the development of China's railway industry, and has been engaged in this field for more than 30 years. As of September this year, it has participated in construction of more than 130 high-speed railways and passenger dedicated lines. The Train Dispatching Command System (TDCS/CTC) has won many awards and achieved many breakthroughs in technologies of the industry.
With the continuous growth of railway transportation demand and the ever-changing technological development, it remains a far-reaching commitment for us to improve the signal control system and to better serve the railway industry. In the future, the Center will mainly focus on the intelligent Centralized Traffic Control System, Railway Integrated Dispatching System, and urban railway integrated management and control system, with further research on application of cutting-edge technologies such as artificial intelligence, cloud computing, and big data in the train dispatching and command system. We are committed to building the next generation train dispatching and command system, and the key research directions include train dispatching and commanding system, autonomous replacement of core equipment, efficient engineering application technology, product processing technology that showcases craftsmanship, simulation test platform, information sharing technology with external multi-modal transportation system, and construction of training platform.
CASCO’s Two Research Centers Provide Developing Momentum as "Double Engines"
Since its inception, CASCO has adhered to the development path of localization and independent innovation of rail transit control system. Every year, it invested in R&D with no less than 10% of its annual sales, providing continuous support and guarantee for technological innovation. The establishment of this Engineering Research Center is not only the result of multi-party cooperation of "production, education, research and application", but also the result of practice of CASCO's "science and technology first" strategy.
As early as 2017, CASCO established the Shanghai Engineering Research Center of Driverless Train Control of Urban Guided Transport. After three years of operation, it has provided a reference case for establishment of the railway engineering research center. With the establishment of Shanghai Engineering Research Center of Railway Intelligent Dispatching Command System, the two research centers will provide double-engines effect, to provide strong support for the two core businesses of CASCO (urban rail transit and national railway), and to power up the innovation development and upgrading of CASCO.
Today, the national strategy of "new infrastructure" has provided a good opportunity for development of the rail transit industry, and a good timing for CASCO's new Center. In the future, we will vigorously promote the integration and development of rail transit network with the Internet, especially 5G network technology, speed up the construction and upgrading of smart railways and smart subways, better serve the national strategy of becoming a powerful nation with advanced transportation technology, and continuously develop rail transit industry in China.
