Mr. Xu Zongxiang, Deputy Secretary of the Party Committee and President of CRSC, visited several enterprises in Shanghai on November 26-27 to deliver a message of the Fifth Plenary Session of the 19th CPC Central Committee, and came to CASCO for research and discussion.

During his visit, Mr. Xu Zongxiang delivered an in-depth speech on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, and proposed clear requirements on learning, promoting and implementing the spirit of the Plenary Session. The spirit of the meeting requires us to understand the great significance, favorable conditions and important characteristics of China's entry into a new stage of development; grasp the long-term goals of 2035 and the guiding principles, main goals and key tasks of China's development during the 14th Five-Year Plan period; firmly follow the strategic concepts and focuses of building a new development pattern; and adhere to the leadership of CPC, and mobilize all resources to work together to achieve the long-term goals of the 14th Five-Year Plan in 2035.

He elaborated that the Fifth Plenary Session of the 19th CPC Central Committee was a very important meeting held by CPC at an important historical moment, when the victory of building a moderately prosperous society in all respects is in sight and the new journey of building a socialist modern country in all respects is about to start. All Party members, cadres and workers should study and promote the principles of the Fifth Plenary Session of the 19th CPC Central Committee and keep it as an important political task at present and in the future. We should take it as an opportunity to effectively enhance the "four consciousness" (consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment), "four confidences" (confidence in the path, theory, system, and culture), and to achieve "two upholds" (uphold the authority and centralized, unified leadership of the Central Committee with Comrade Xi Jinping at the core). We should align our efforts and actions with the strategies and deployments of the CPC Central Committee with Comrade Xi Jinping as the core, grasp the new development stage with a scientific view, and thoroughly implement the new development concept, to promote the building of a new development pattern. We should focus on deepening reform, scientific and technological innovation and the Party building, and go all out to complete the "two strives" (strive for sustained and rapid growth of most central enterprises and strive for positive growth in the overall benefits of the central enterprises). We should work harder and start a new journey of the high-quality development of CRSC in the 14th Five-Year Plan.

During his visit in CASCO, Mr. Xu Zongxiang exchanged insights with the representatives of the Party branch in CASCO, and listened to their report on recent progress of technology development in CASCO. He acknowledged the achievements made by CASCO this year, spoke highly of the efforts and achievements of CASCO made in system innovation, and earnestly hoped that all CASCO staff could seriously study the principles of the Fifth Plenary Session of the 19th CPC Central Committee, especially those relating to rail transit business in the 14th Five-Year Plan, and actively explore new fields and new businesses while steadily promoting existing products; work hard for the final stage of the 13th Five-Year Plan, and strive to make greater contributions to the overall goals of the company, on the basis of completing the annual budget; make good use of the opportunity of "demonstration action of science and technology reform", work harder to generate good results and good examples in the reform, fully stimulate the vitality of the company, and explore meaningful potentials for the future; and give full play to the genetic advantages of the joint venture, take the lead in scientific and technological innovation, help CASCO to become a stronger, better and bigger company with more advantages, and make the brand of CASCO more influential.

Mr. Yang Haidong, President of CASCO, expressed his appreciation to Mr. Xu for his guidance on learning the spirit of the Fifth Plenary Session of the 19th Central Committee. He stated that the whole company would do its best to make follow-up work arrangements. First, it would prepare overall plans to promote various production and business work, and grasp the decisive stage at the end of the year. It would improve quality, increase efficiency and promote steady growth, and ensure to meet the annual targets. Second, it would take the opportunity of the demonstration action of science reform, give full play to its existing advantages, strive to explore new development opportunities for the future, and fully promote long-term sustainable development of CASCO.
